Finding users configured for E-signature

I am working on a script to automatically send e-mails to users that have been configured for e-signatures whenever the module has been base lined.

I can find the users that have already signed the baseline, but I cannot figure out how to get the users configured for e-signatures.

This is what I do to get the e-signatures already done, maybe I can edit it some how to get the ones configured? Any help will be appreciated.
